Submission Regarding South West Local Area Plan
It is very difficult putting a submission forward on the Draft LAP for Panania, primarily when taking into account the number of mistakes and misrepresentations contained in this document.
Using backyard fences of existing homes as boundaries without distinct precincts is not best practice. Selecting Peffer Street for 4storey developments demonstrates lack of local knowledge and ignorant of the limitations such locations present. It is evident that blocks have been marked on a map according to their distance from the train station and not their suitability.
We are appalled and fail to understand why heritage sites are included as part of any re-development for 4/6storeys. These sites are listed in the “Issues Papers (South West Local Area) Section 2 page 59” Centreline Garage, Panania Hotel, St. Christopher’s Church, Quessy’s Corner, The Christian Brethren Assemblies (cr. Tower & Hinemoa St) are all in this Draft LAP giving this document no credibility what so ever. Maybe some attention to detail should have been exercised.
The Library, Early Childhood Centre, Seniors Centre and Sarah Schwartz Memorial Fountain area is indeed the heart of this small village and gives Panania its identity and should be enhanced and preserved rather than destroyed. This is the only open space around the small village and is treasured and much appreciated. The community must be engaged as to future plans for the site and the LAP must be revisited with Public Meetings and detailed information not just numbers on blocks.
We conclude that Panania’s Draft LAP should be put aside and revisited. This document with its lack of detail and information has not enabled residents to understand the proposed changes but has generated fear and confusion throughout this small community.
